The present government’s main area of interest in the skills field is clearly those that support private sector and advanced technological or ‘knowledge economy’ jobs, reflecting their focus on private sector economic growth. There is also a clear role for the VCS offer, as the industries that the voluntary and community sector (VCS) operates in are also growth areas – care services, preventative health, environmental services and all kinds of advice and personal services.
A major change in the policy context is away from an operating environment dominated by central control and prescription, towards one where the sector is being expected to become self-regulating, and to shape and lead its own development. Learning and skills provision, particularly for adults, is recognised as a means to develop strong, literate communities as a solid basis for economic growth. John Hayes, the Minister of State for FE, Skills and Lifelong Learning, is an advocate of the wider value of learning and of the role of the voluntary sector in delivering it.
